Brian McCann
Mr. McCann brings over 18 years of project leadership in both commercial and Federal business information systems development. His experience includes architecting, designing, building and management of large Oracle Financial Applications systems. Mr. McCann’s last 10 years have been primarily focused on the Federal Financials market and large system integration projects for many Civilian and Secure Agencies. In addition, Mr. McCann has developed and implemented several Oracle Application Toolkits that extend Oracle Federal Financials. Mr. McCann has served as a SME and Technical Solution Architect with Creoal and Oracle Corporation for Oracle Federal Financials implementations at several agencies, including: HHS CMS, DOE, ED, OPIC, SBA, and FAA among others.
Tim Bradley
Mr. Bradley possesses over thirty years of information system management and consulting services experience. He has been engaged with Oracle applications and technology for over twenty years from all sides of the Oracle-client relationship. Mr. Bradley has held executive positions with Oracle Consulting both managing and directing the implementation of Oracle Applications within the Federal government marketplace; with Oracle Development managing the development of Oracle Federal HR product functionality; with Federal System Integrators implementing Oracle product; and as a client with a large Insurance Brokerage Firm responsible for World Wide implementation of Oracle Applications.
His Public Sector experience includes Project Manager for the Defense Logistics Agency (DLA) Federal Financials implementation, Program Manager and later Corporate Executive for the Department of Transportation (DOT) DELPHI program, Corporate Sponsor and oversight executive manager for Oracle Federal Financials implementation at Social Security Administration, Peace Corps, and Los Alamos National Laboratories. He was also responsible for cross sector, project management health checks for a number of State and Local ERP implementations to include Prince George’s County (Maryland) Public Schools and Chicago Police Department.
Tom Beck
Mr. Beck’s experience with management and Information Technology consulting extends over 20 years. His background spans the full spectrum of Information Technology development from requirements gathering and analysis to systems test and implementation. His experience with Federal ERP products is with both Oracle and Momentum. As a Senior Director at Oracle he helped build the Oracle ERP Service accounts for the DoD and Civilian sector within Oracle Consulting. Mr. Beck is a strong proponent of project management methodology and discipline to be used in conjunction with team collaboration and creativity.
He has directly managed several projects integrating people, business process change, and technology thereby helping organizations achieve their business objectives. Mr. Beck’s project experience includes Oracle ERP Financial and HR products, health care logistics, and strategic planning. Mr. Beck’s client history includes the US Navy, SSA, SEC, USDA, IRS, Peace Corps, HHS, Department of Energy, and the Postal Service. Mr. Beck is also active in the Navy Reserve with the rank of Captain.

Creoal Consulting Awarded Seaport-e Contract - Creoal Consulting has been awarded one of the SeaPort Enhanced (SeaPort-e) contracts by the U.S. Navy. SeaPort-e is an indefinite-delivery/indefinite-quantity (IDIQ) multiple award contract for service requirements of Naval Sea Systems Command, Naval Air Systems Command, Space and Naval Warfare Systems Command, Naval Supply Systems Command, Military Sealift Command, Naval Facilities Engineering Command, Strategic Systems Programs, and the Marine Corps. The functional service areas within the scope of the contracts include research and development support, systems engineering and process engineering support, and information systems development. This award has a 3-year base period, with one 5-year award term. Work will be competed among the winners on a task order basis. The Naval Sea Systems Command, Naval Surface Warfare Center, Dahlgren Division in Dahlgren, VA is the contracting activity. Creoal
Consulting Awarded GSA Schedule - Creoal Consulting, a leading Federal consultancy and government contractor, announced last week that it has been awarded a GSA Schedule contract (GS-35F-0480X) effective July 3rd 2011. The contract allows Creoal, to offer its cutting-edge services and products to the federal government more quickly and more efficiently. "We're very excited to have this GSA Schedule in place, as it will allow government customers to procure our services more easily and with minimum delay. We're confident that this contract will help us grow our federal market and broaden our federal client base," said founder and General Partner Brian McCann. Creoal Consulting was brought in to identify options and the potential path forward for each option. Creoal’s extensive market research distilled complex variables for multiple scenarios into a concise presentation for senior SEC management.
Creoal partners to support HUD OIG - Creoal is working with NCI to provide IT support for the HUD OIG SharePoint environment. Working with NCI, Creoal will provide resources and expertise to facilitate NCI and HUD in their mission.
Creoal partners to support NIH - Creoal is working with ERPi to provide IV&V support for the National Institutes of Health (NIH) Business System (NBS). Creoal is providing expertise in the Oracle EBS and in monitoring and evaluating each aspect of the Enterprise wide NBS. Included in the scope are evaluation of the process for IT Systems and Design, management structure, and governance. The findings are distilled down in both written and oral format for executive reporting.
Creoal Consulting partnering with SRA International was awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Heterogeneous Application Support Services (HASS) by the Department of Health and Human Services (HHS) Program Support Center (PSC). In addition to the IDIQ award, the team was awarded the initial task order to provide operations and maintenance support services to the Compusearch PRISM environment.
Creoal Consulting, partnering with TeraThink corporation was awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Enterprise Systems (ES) Oracle Application Operations & Maintenance (O&M) Support Services by the Department of Health and Human Services (HHS) Program Support Center (PSC) in support of the Department’s Unified Financial Management System (UFMS). In addition to the BPA, the team was awarded the initial task order to transition and execute O&M support services for Oracle eBusiness Suite (eBS), Oracle Federal Financials, Oracle iProcurement, and Oracle-Compusearch Interface (OCI) from incumbent support vendors. Creoal will work with HHS as a member of the integrated ES O&M program team to provide high quality support to PSC and its shared service customers.
Creoal partners with SRA International on a Blanket Purchase Agreement to support the Small Business Administration's (SBA) new Loan Management and Accounting System. This program falls under the OMB-mandated Financial Management Line of Business (FMLoB) guidance for acquiring and deploying financial management systems and has a ceiling of $250 million over the 10-year life of the BPA.
The Joint Venture of Tantus Technologies, Inc., and OnPoint Consulting, Inc. – Tantus|OnPoint – has been awarded the ABA Financial Support Services contract by the Federal Aviation Administration (FAA), Office of the Assistant Administrator for Financial Services/Chief Financial Officer (ABA). ABA is responsible for managing FAA’s budget of approximately $14 billion, and overseeing and maintaining FAA’s financial systems. This seven-year contract, valued at $89 million, is to provide technical support for ABA’s mission critical financial systems and processes. Tantus|OnPoint teaming partners include Compusearch Software Systems, IBM Global Services, Oracle Consulting, Creoal Consulting LLC and SRA International.
