Creoal Consulting delivers SSA’s Security Electronic Remittance System (SERS) on time and within budget. Creoal implemented Oracle iStore, Inventory, and Order Management, as well as Single Sign-On as the solution to process orders for remittance. The Creoal solution is fully integrated out of the box with SSA’s accounting system, SSA Online Accounting and Reporting System (SSOARS), which is also based on Oracle’s EBS Financials Software. As part of SERS, Creoal also implemented and integrated a Credit/Debit Card processing solution, including Ingenico iPP320 Credit Card Pan Pad (swipe) machines, so that credit cards do not have to be touched or entered by SSA staff at order entry.

With the SBA modernized financial systems platforms in place, Creoal was recently awarded the multi-year prime contract in support of SBA to gain operational efficiencies, optimization and cost reductions by streamlining, consolidating and standardizing the financial management system support resources, processes and tools related to FMS, JAAMS and Funds Control. Creoal provides two layers of support across SBA’s financial management systems Production, Non-Production, and DR environments. First, Creoal provides functional and technical support for the two Oracle R12 application systems and business processes, which are mission critical for the Agency’s administrative accounting functions (JAAMS) and budgetary control and loan accounting over loan activity (Funds Control), as well as loan-related expenses and purchases. Secondly, Creoal provides database administration services for JAAMS and Funds Control, as well as SBA’s custom Financial Management System (FMS), which is based on Oracle database and technologies and is the agency’s consolidated accounting and reporting environment.
Creoal Consulting Partnering to Upgrade the National Institutes of Health Business System (NBS).2/1/2014 Creoal is partnering with SRA International for the Oracle R12 Upgrade of the NIH Business System (NBS). The NBS facilitates the scientific mission of the NIH and provides an administrative/scientific system that is cost effective and provides accurate and timely information. The NBS includes the following business or "functional" areas: acquisition, travel, service and supply fund, supply, research and development contracting, property, and financial management and is fully integrated with other major NIH and Departmental systems. The R12 Upgrade provides NIH new business capabilities and leverages the latest Oracle technologies.
SSA provides services to its customers through a network of approximately 50,000 employees at 1,300 field offices throughout the United States and its territories. Field offices assist individuals who are applying for or receiving benefits under several SSA programs. In certain situations, SSA is authorized by statute and regulations to charge fees for providing information to individuals or third parties. Generally, the regulations allow SSA to recover its costs for searching, copying, and certifying information in its system of records. The fees compensate SSA for its work so the Social Security trust funds do not bear the costs of such activities. Creoal is tasked to develop a streamlined remittance process and an automated system solution to collect fees for non-programmatic services. The system is the Social Security Electronic Remittance System (SERS). The implementation of SERS will ensured the agency’s compliance with both the OIG audit recommendations and the requirements of OMB Circular A-25, User Charges.
Creoal Consulting partnering to support the Medicare & Medicaid Services (CMS) HIGLAS environment5/1/2013 Creoal is partnering with SRA International for the operations and maintenance, engineering sustainment and upgrade of the CMS Oracle-based HIGLAS environment. The Centers for Medicare & Medicaid Services (CMS) has implemented the Healthcare Integrated General Ledger Accounting System (HIGLAS). HIGLAS is an integrated, dual-entry, general ledger accounting system to manage healthcare outlays. CMS has 45 million providers and beneficiaries, and it uses HIGLAS to process approximately 4.5 million claims daily. HIGLAS improves accountability for Medicare payments to physicians, hospitals, and other providers servicing Medicare beneficiaries. HIGLAS is also used to support accounting for Medicaid and Children’s Health Insurance Program (CHIP) grants and to generate the CMS Financial Statements, including all vendor payments, payables, and receivables.
As part of the on-going support contract, Creoal recently successfully completed the upgrade of the Oracle based financial management and loans environment to Oracle R12. The OPIC Oracle solution includes Oracle Federal Financials (GL, AR, AP, Purchasing, Fixed Assets, and Budget Execution), Oracle Loans, and Data Warehouse – Oracle Business Intelligence Enterprise Edition (DW/OBIEE).
Ex-Im has retained Creoal to upgrade and modernize its financial management system to the next generation (FMS-NG) and thus provide a scalable, extensible and feature rich financial system to support the Bank’s mission. The intent of this project is to replace the legacy financial and administrative information technology systems and software applications that are presently hosted at the Ex-Im Bank’s in-house data center with the FSIO certified Oracle US Federal Financials and hosted with Oracle On-Demand Cloud Service following federal Cloud First policy. The solution also includes the implementation of the credit-reform compliant Oracle Loans to address the expanding loan and guarantee requirements of the Bank.

The SBA Funds Control project includes the implementation of a new, integrated funds control system which will allow the SBA to execute effective funds control over loan program authority, subsidy and loan related expenses for direct and guarantee loan programs. The new system is based upon Oracle eBusiness Suite Release 12 (General Ledger, Fed Admin, Budget Execution, Accounts Receivable, Accounts Payable, Sub-Ledger Accounting and Loans), development of SBA specific Reports, Interfaces, Conversions, and Extensions (RICE), and Oracle SOA Suite enabling a flexible, scalable and integrated solution with existing systems.
Creoal is working with ERPi to provide IV&V support for the National Institutes of Health (NIH) Business System (NBS). Creoal is providing expertise in the Oracle EBS and in monitoring and evaluating each aspect of the Enterprise wide NBS. Included in the scope are evaluation of the process for IT Systems and Design, management structure, and governance. The findings are distilled down in both written and oral format for executive reporting.
