Brian McCann
PartnerA founding Partner of Creoal, Mr. McCann is focused on developing the firm’s strategy and executing its priorities. Prior to Creoal, Mr. McCann spent more than 10 years as a Technical Director for Oracle Consulting’s Federal practice. This experience gave Mr. McCann the opportunity to work with some of the largest and most complicated ERP solutions in the world. Preceding his tenure at Oracle, Mr. McCann worked in the Federal Consulting practice of Coopers & Lybrand. Based in Washington D.C., Mr. McCann holds a Bachelor of Science degree in Economics and a Master of Science degree in Business Information Systems from the University of Maryland.
Tom Beck
PartnerMr. Beck provides leadership and strategic direction, fostering growth across all Creoal business sectors, programs, and initiatives. In addition to corporate-level endeavors, he has provided substantive effort on and support for some of the largest and most complex integrated IT systems in the Federal marketplace. Prior to joining Creoal, Mr. Beck spent 9 years holding P&L responsibility for Oracle Consulting’s application business. He also led capture efforts for a $475M program and a $220M program at CGI Federal. Mr. Beck holds a Bachelor of Science degree from the U.S. Naval Academy and an MBA from the University of Maryland.
Doug Oakford
PartnerMr. Oakford manages all aspects of company activity, with primary responsibility for company growth and strategy as well as for oversight of several strategic clients and programs. Prior to Creoal, Mr. Oakford served as SRA International’s Director of Business Development and Strategic Capture Management for the ERP, BPM, and business intelligence business units. He also served as the interim Business Unit Director, overseeing $110M P&L. Mr. Oakford has provided strategy and thought leadership for numerous $100M-$500M Federal opportunities. He developed and executed several corporate strategic initiatives, including Federal Shared Service and Federal Loans offerings and go-to-market strategies. Mr. Oakford holds a Bachelor of Science degree in Business Administration from High Point University, with concentrations in Finance, Management, Marketing, and Economics.
Thomas Simkiss
Portfolio DirectorCreoal’s Director of Cloud Solutions, Mr. Simkiss has more than 24 years of Finance and IT experience and is well versed in every release of Oracle E-Business Suite (EBS). He is a certified General Ledger Specialist in both EBS and Oracle Enterprise Resource Planning (ERP) Cloud, as well as a Certified Payables and Receivables Specialist in ERP Cloud. An Oracle Applications ACE, Mr. Simkiss has led more than 30 Oracle ERP Cloud implementations over the past 9 years. He has extensive experience providing executive-level guidance for multi-million-dollar projects in the areas of strategic planning, scope definition, and activity resourcing and estimating. Mr. Simkiss is adept at helping customers achieve success and measurable ROI with Oracle’s Fusion Cloud products and services. He is a member of the American Bar Association and a CPA in the State of Pennsylvania.
Murali Challa
Portfolio DirectorMr. Challa has over 25 years of experience in Business Development, Executive Management, and delivery of large ($50M+), complex programs. He is an expert business strategist with a sound understanding of organizational development. His experience in commercial and public sector markets encompasses financial management, customer experience, manufacturing, and supply chain. Mr. Challa is an effective Business Development executive with a focus on Federal solutions and services. Prior to joining Creoal, Mr. Challa spent 7 years as Market Lead and Account Executive, managing a pipeline exceeding $500M and yearly revenues of $20M+. Mr. Challa holds a Bachelor of Science degree in Mechanical Engineering.
Dianne Miller
Portfolio DirectorMs. Miller has over 20 years of IT consulting, system implementation, change management, and program management experience in the public sector and commercial arenas. As a Portfolio Director, she effectively leads complex, large-scale, shared service and standalone system implementations and IT transformations, providing strategic guidance to her clients and helping prepare them for organizational change. Ms. Miller holds an MBA from the University of Rochester and a Bachelor of Science degree in Finance from the State University of New York College at Brockport. She is a certified Project Management Professional.
Sam Crawford
Portfolio DirectorMr. Crawford has more than 20 years of solution creation and technology delivery experience. He started his career in the 529 college savings industry, helping develop a custom technology platform that revolutionized 529 program management. For the last 10 years, he has delivered large-scale PeopleSoft and Oracle Cloud solutions across Federal, public sector, and commercial spaces. As a Portfolio Director with extensive experience in project delivery, Mr. Crawford provides strategic project management and change management guidance to clients. Mr. Crawford holds a Bachelor’s degree in Business Management and multiple Oracle Cloud certifications including Procurement and HCM Cloud.

Lee Schinnerer
Solution DirectorMr. Schinnerer has 25 years of experience in account leadership, program management, and Enterprise Resource Planning (ERP) system implementation, upgrade, and integration. His areas of expertise include financial management, supply chain management, procurement, asset management, and reporting in both the public and private sectors. With a proven track record, Mr. Schinnerer has successfully managed programs for organizations across a diverse range of industries including Federal Government, manufacturing, retail, e-commerce, and biotech. Mr. Schinnerer holds a Bachelor’s degree in Economics from St. Lawrence University and is a Project Management Institute (PMI)-certified Project Management Professional (PMP) as well as an Agile Certified Practitioner (ACP).
Joe Hanley
Solution DirectorMr. Hanley pioneered the Solution Director position at Creoal as key to company and client results. His focus on combining technical and business excellence with innovative thinking is critical to Creoal’s position as an industry leader. Mr. Hanley emphasizes the importance of maintaining technical expertise along with effective communication, integrity, and leadership to deliver solutions that solve our customers’ challenges. Prior to joining Creoal, he was a U.S. Navy Supply Officer tackling the most complex global logistics and fiscal challenges facing our nation. He also served in solution leadership roles at Oracle and other consulting firms for many Federal departments and agencies as well as in the diverse commercial fields of energy, banking, real estate, and construction. Mr. Hanley has degrees and academic certifications from Harvard University, University of Dundee Scotland, Navy Post Graduate School, and Neumann University.
Dan Cassidy
Solution DirectorMr. Cassidy has more than 30 years of financial management experience as a Federal systems/architect/sales consultant. He has a solid understanding of business processes governed by the Office of Federal Financial Management (OFFM) and the financial management functions of the CFO Act. His experience with Oracle ERP software (EBS, Cloud-ERP) and Hyperion (EPM) includes a wide range of functions: detail design, extension development, requirements analysis, implementation, training, on-site support, and pre-sales engagements. Mr. Cassidy received his Government Financial Manager (CGFM) certification in 1995.

Solution DirectorMr. Briggs is a highly skilled Oracle Architect with more than 20 years of experience implementing Oracle Applications software for clients in various industries. He specializes in the design and implementation of Oracle Financials projects, including all financials modules as well as Oracle Procurement and Business Intelligence Publisher. Mr. Briggs is a certified General Ledger and Accounts Specialist for Oracle E-Business Suite, and a certified General Ledger Specialist for Oracle Cloud Financials. He has led more than 20 Oracle ERP Cloud implementations over the past 6 years, gaining a thorough understanding of the major leading business practices used across several different industries. Mr. Briggs’ recent focus has been on helping customers implement Oracle’s Fusion Cloud products and services for measurable ROI. Mr. Briggs is recognized by Oracle as an Oracle ACE in the Applications and Applications Technology sector and sits on Oracle’s Customer Advisory Board for Applications and Applications Technology.
